Answer:
If you have not authorized the purchase and it's not related to an auto-renewing subscription, you can contact iTunes Store Support to explain the situation and request a refund.
UPDATE: As of December 2014, EU users can take advantage of a 14-day no questions asked return policy for purchases from iTunes, App Store, and iBooks purchases.
