Answer:
Start with one finger just off the bottom of your screen and swipe up. This will bring Control Center to the front of your screen. Swipe down from the top of Control Center to hide it.
If Control Center is not appearing, you can adjust when it shows by opening the Settings app and going to Control Center. Make sure "Access on Lock Screen" and "Access Within Apps" are both enabled.
