Answer:
Starting in iOS 8, deleted photos from the Photos app are moved into a trash bin. To completely remove these photos after initially deleting them, launch the Photos app, go into your Photos, tap the "Recently Deleted" album. Choose "Select" and then "Delete All" to permanently delete the photos.
