Yes, you can completely remove and disable Notification Center in OS X Mavericks. Launch the Terminal app on your Mac (it's inside Applications > Utilities), paste the following command, then hit enter:
sudo defaults write /System/Library/LaunchAgents/com.apple.notificationcenterui KeepAlive -bool false
Once that's done, paste this command and hit enter:
killall NotificationCenter
Finally, log out of your Mac and log back in to see that the Notification Center is gone.
