If your iPad or iPhone will not turn on plug it into a power source and try holding down the home button and the power button at the same time for several seconds. If the device is still unresponsive it's best to make an appointment at your local Apple Store Genius Bar. They can run the proper diagnostics and determine the issue. If your iPad is out of warranty, they may offer a replacement for $99.
