Answer:
Unfortunately the only solution to disable this feature involves turning on Screen Time. Go to Settings > Screen Time > Content & Privacy Restrictions. Toggle the switch to the On position, tap on Allowed Apps, then switch Camera to the Off position. This will remove the Camera from the lock screen.
This works much better in iOS 11 and earlier. Launch the Settings app on your iOS device and navigate to General > Passcode Lock. Make sure the passcode is on and look for the section called "Allow Access When Locked:". You can then switch Picture Frame to the "Off" position to eliminate the option on your lock screen.
