Yes, you can turn on Closed Captioning for the Videos app on the iPhone and iPad. Depending no your version of iOS, there are multiple ways to do this. First try launching the Settings app from your Home screen and go to Videos. Find Closed Captioning and switch it to the On position.
If that doesn't work, go to Settings > Accessibility and swipe down to Subtitles & Captioning. Switch Closed Captions + SDH to the On position.
